Kern Commuter Connection is a transportation demand management program offered by the Kern Council of Governments (Kern COG) under the terms
of a contract with the California Department of Transportation (Caltrans), Division of
Traffic Operations. Kern COG has administered these contractual services since the 1982/83
fiscal year. In March 1997, Kern COG awarded the Commuter Services contract to Project
Clean Air.
Kern Commuter Connection provides the following services in Kern County:

Tips for Carpool Success...
1. Give the pool some time to work. It usually takes a few weeks to
get going.
2. Make it clear that your pool has a single purpose:
commuting to and from work or
school. When it starts doubling as a shopping or errand service, friction results.
3. Decide on a regular route and pick-up time for each passenger.
4. Agree on a meeting place and time for the trip home.
5. Decide how long the pool will wait for passengers (usually no more than five
minutes).
6. Is smoking allowed?
7. Are snacks or beverages allowed?
8. What types of music will be listened to? Make an agreement on the radio
station or tapes that everyone can enjoy. If you can't agree, listen to a news
station.
9. Establish a chain of communications so adjustments can be made with a minimum of
inconvenience; for example, early departure due to bad weather.
10. Develop an environment that encourages open discussion of pool-related
conflicts or problems.
And always remember to buckle up!
Carpool Matchlist
The Carpool Matchlist is a FREE voluntary program. When you
register with Kern Commuter Connection you will receive a free list of people who live and
work in your area and commute during the same hours. It is then left up to you to
call the people on the matchlist and schedule a carpool that works best for you.

Employee Workshops
Are you planning an Employee Transportation Fair, Health Fair or Employee Benefit Fair?
Kern Commuter Connection works with employers throughout Kern County on these types of
events. If your work site has an educational fair coming up, remember to contact our
office at (661) 832-RIDE. We will come prepared to let employees know about their trip
reduction options.
The Teach the Teachers project has trained 116
teachers throughout the San Joaquin Valley and all of Kern County in an air quality
science curriculum that meets the requirements of the California State science framework.
The project has received funding from corporate sponsors, local air districts (EPA 105
funds and AB2766 DMV Fee funds), donations from Project Clean Air members and local
businesses, teachers, and school districts.
Curriculum:
The Air & Waste Management Association's Environmental Resource Guide - Air Quality
presents basic information on the science of air quality in a series of eight fact sheets
and 16 activities. The Guide provides middle school math and science teachers with a
concise introduction to air pollution issues so that they can easily present this basic
information to their students.
The Workshop:
A four-day (21 hour) workshop covering the text of the Air Quality Guide was attended by
6th, 7th, and 8th grade teachers in Eastern Kern County, Bakersfield, Visalia, and Fresno.
Teachers received:
- The Environmental Resource Guide - Air Quality
- Hands-on experience with the curriculum
- Classroom materials necessary for the Air Quality Experiments
- Continuing education credits, CEUs (2 units) optional for additional charge from
California State University, Bakersfield or the University of Phoenix.
- Guest Speakers, the opportunity to drive an alternative fueled vehicle, and a tour of a
local facility

KAR is a voluntary program that reduces air pollution by purchasing, scrapping and
recycling older high polluting vehicles. Kern Auto Recycle East (KARE) will
scrap 50 vehicles in Eastern Kern County during the Summer of 2000. To qualify, the
vehicle must be model year 1985 or older, registered as running in the area for the past
two years, and must pass a driveability test. Qualified residents with vehicles to
scrap may contact our office at 661-833-5740 for more information!
This program is funded by California Assembly Bill 2766 and the donations of several
local businesses. Assembly Bill 2766 requires a fee ($2.00 - $4.00) be paid at the time a
vehicle is registered. The funds collected must be spent on projects that reduce mobile
emissions. The funds are granted statewide through the air pollution control districts.
Project Clean Air has scrapped 5540 vehicles since 1992, resulting in more than 3500
tons of emissions reductions for Californians and millions of dollars for vehicle owners.
Project Clean Air does not part or broker vehicles. Owners of collectible vehicles are
advised of the potential value of their vehicle. Owners may request a referral to
collectors prior to entering these programs.
